Jan Suraaj Wins Darbhanga MLC Seat as Suresh Prasad Rai Defeats Congress Veteran Madan Mohan Jha

The Prashant Kishor-led Jan Suraaj Party has secured a seat in the Bihar Legislative Council after its candidate, Dr Suresh Prasad Rai, defeated sitting Congress MLC Dr Madan Mohan Jha in the Darbhanga Teachers’ constituency. The result, reported on October 28, 2026, marks an important development for the party as it seeks to establish a stronger presence in Bihar politics.
According to reported election figures, Rai secured 2,574 votes, while Jha received 2,187 votes. Rai won by a margin of 324 votes, ending Jha’s tenure in the constituency.
Suresh Prasad Rai Secures Victory
Rai's victory followed a competitive contest involving candidates from Congress, the Rashtriya Janata Dal (RJD), the Communist Party of India (Marxist) and Jan Suraaj.
CPI(M) candidate Ramdev Rai received 1,498 votes, while RJD candidate Kumar Raut secured 126 votes, according to the reported figures.
The result demonstrated the importance of preference-based counting in Legislative Council elections, where the winner may be determined through successive rounds of counting and candidate elimination if no contestant reaches the required quota in the initial count.
A Breakthrough for Jan Suraaj
The victory gives Jan Suraaj representation in the Bihar Legislative Council and provides the party with a platform to raise issues affecting teachers and the wider education sector.
The party, founded by political strategist Prashant Kishor, has sought to expand beyond its campaign activities and establish itself in elected institutions. Winning the Darbhanga seat represents a step in that effort.
Rai had previously contested the constituency on a BJP ticket and later joined Jan Suraaj. His victory followed earlier unsuccessful attempts to win the seat, according to reports.
Setback for Congress
Madan Mohan Jha, the defeated Congress candidate, is a former Bihar Congress president and has also served as a minister in the state government.
His defeat means Congress has lost the Darbhanga Teachers’ constituency, which Jha had won in the previous two elections.
The result comes amid competition among opposition parties in Bihar. Congress, RJD and CPI(M) candidates contested the Darbhanga seat, creating a multi-cornered contest. Some reports have suggested that the division of votes among opposition candidates may have benefited Jan Suraaj, although the precise impact of vote distribution should be interpreted cautiously.
Teachers’ Issues Remain Important
The Darbhanga Teachers’ constituency represents the interests of eligible teacher voters across the region. Issues such as service conditions, salary structures, promotions, transfers and professional welfare are important areas of concern in such elections.
Following his victory, Rai reiterated his commitment to working for teachers in Darbhanga, Madhubani, Samastipur and Begusarai.
His performance in the Legislative Council will now be an important measure of how he addresses the expectations of the electorate that supported him.
What the Result Means for Bihar Politics
The Darbhanga result changes the political representation of the constituency and gives Jan Suraaj a foothold in the state's upper legislative chamber.
For Congress, the loss creates a challenge in maintaining its representation and influence among teachers. For Jan Suraaj, the victory provides an opportunity to demonstrate its ability to compete against established political parties.
The result also highlights the importance of candidate selection, local political organisation and constituency-specific issues in Bihar's Legislative Council elections.
As the political parties assess the outcome, attention will turn to the remaining Legislative Council results and the extent to which Jan Suraaj can build on its electoral gains.
