Bihar Congress Takes Action Against 33 Leaders After Internal Protest Over State Party Leadership

The Bihar Congress issued show-cause notices to 33 party functionaries after some party leaders took part in a protest outside the Congress national headquarters in Delhi. The protesters demanded changes in the Bihar Congress leadership and raised concerns about the way the state organisation was working.
The notices were issued on September 11, 2026. The action followed a protest held by party dissidents outside Indira Bhavan in Delhi.
Why Did the Leaders Protest?
The protesting leaders demanded a change in the leadership of the Bihar Congress. They raised questions about state party president Rajesh Ram and AICC general secretary and Bihar in-charge Krishna Allavaru.
Some of the protesters also questioned the way party positions were being filled at the block and district levels.
They raised concerns about the selection process under the Sangathan Srijan Abhiyan, a party programme aimed at strengthening its organisation.
The leaders also alleged that problems in the party's functioning had affected its performance during the 2025 Bihar Assembly elections. These were the claims made by the protesting group and should not be treated as established findings.
Who Received the Notices?
The state Congress issued notices to 33 functionaries, including three former MLAs.
The three former legislators named in the report were Anil Singh from Nalanda, Poonam Devi from Patna and Madan Mohan Tiwari from West Champaran.
Former state vice-president Jamal Ahmad and former Youth Congress state president Nagendra Paswan were also among those who received notices.
The group also included former district Congress presidents and other party workers.
What Did the Party Ask?
The notices asked the leaders to explain why disciplinary action should not be taken against them for allegedly violating party discipline.
They were given 72 hours to submit their replies. The party warned that further action, including removal from party membership, could follow if the required explanation was not submitted.
A show-cause notice is a request for an explanation. It does not automatically mean that a person has been expelled or found guilty of breaking party rules.
A Debate Over Party Organisation
The incident highlights differences within the Bihar Congress over leadership, appointments and the party's working structure.
For any political party, district and block-level organisations play an important role in connecting with voters. Leaders who feel that these structures are not working properly may demand changes.
At the same time, party leaderships often expect members to follow internal rules and use official channels to raise disagreements.
The Bihar Congress now faces the task of managing these differences while maintaining its organisational structure.
What Happens Next?
The notices required the leaders to submit their explanations. Any later disciplinary decision should be reported separately and only after confirmation from the party.
The larger question is whether the state Congress leadership will make organisational changes or continue with its existing structure.
The protest showed that some leaders wanted changes in the Bihar unit. The party's response showed that it also wanted to enforce discipline among its members.
The final outcome depends on the explanations submitted by the leaders and any further decision taken by the Congress organisation.
