Samrat Choudhary Seeks Centre’s Approval for Four Bihar Highway Projects Worth ₹49,751 Crore

Patna, November 3, 2026: Bihar Chief Minister Samrat Choudhary has sought early approval from the Central Government for four major highway and expressway projects worth approximately ₹49,751 crore. The proposed projects, covering around 330 kilometres, are expected to significantly strengthen Bihar's road infrastructure and improve connectivity with neighbouring states.
Choudhary made the request during a meeting with Union Road Transport and Highways Minister Nitin Gadkari in New Delhi on Monday. He urged the Union Minister to expedite the proposals, which have already received clearance from the Public-Private Partnership Appraisal Committee (PPPAC) and are awaiting final approval from the Cabinet Committee on Economic Affairs (CCEA).
Four Major Highway Projects Worth ₹49,751 Crore
The four proposed infrastructure projects include:
1. Gandak River Bridge – ₹1,976.77 Crore: Construction of a two-lane bridge over the Gandak River under NH-727AA, connecting Manuapul in Bettiah, Bihar, with Tiwaripatti in Sevarahi, Uttar Pradesh.
2. Patna Elevated Roads – ₹8,455.86 Crore: Construction of six-lane elevated roads and service roads along the Saristabad-Didarganj and Anisabad-Didarganj stretches to improve traffic movement in Patna.
3. Patna-Purnia Greenfield Expressway – ₹31,987.11 Crore: Development of a four-lane greenfield expressway expected to improve connectivity between central and eastern Bihar.
4. Varanasi-Ranchi-Kolkata Greenfield Highway – ₹7,331.40 Crore: Construction of a six-lane greenfield highway connecting Konki village to Lerua village as part of the wider inter-state highway corridor.
All four projects are proposed under the Hybrid Annuity Mode (HAM), a public-private partnership model for infrastructure development.
Push for Gorakhpur-Siliguri and Raxaul-Haldia Expressways
During the meeting, the Chief Minister also requested early notification of the Bihar section of the proposed Gorakhpur-Siliguri Expressway as a National Expressway.
He said the Bihar government was extending full support to the National Highways Authority of India (NHAI) in pre-construction activities, including land acquisition. The expressway is expected to improve connectivity across North Bihar and facilitate the construction of new bridges over rivers.
Choudhary also raised the Raxaul-Haldia Expressway project, highlighting its importance for strengthening trade relations with Nepal and providing Bihar with improved connectivity to Haldia Port. Land acquisition has reportedly begun following approval of the revised alignment.
Faster Highway Development and Infrastructure Expansion
The Chief Minister also requested faster progress on the four-laning of the Muzaffarpur-Barauni section of NH-122, for which NHAI has prepared a Detailed Project Report (DPR).
He informed Gadkari that approximately 2,329 kilometres of National Highways in Bihar had been entrusted to the state's Road Construction Department for maintenance and development.
Additionally, the state government has submitted proposals for six other National Highway projects covering 323 kilometres, with an estimated investment of ₹13,015 crore. These include the approach road to Vikramshila Bridge and the four-laning of the Mashrakh-Chakia-Bhitthamod stretch.
Infrastructure Development Becomes a Major Priority
The proposed highway investments reflect Bihar's growing focus on infrastructure development, regional connectivity and economic expansion.
If approved and implemented, the projects could improve transportation, reduce logistics costs, facilitate industrial activities and strengthen connectivity between important cities and neighbouring states.
However, the four major projects are still awaiting final CCEA approval. Their implementation will depend on the completion of the necessary approval procedures.
