Bihar Gramin Bank Labour Disputes Resolved: ₹77.69 Crore Benefits for Over 10,900 Employees

Government Confirms Two Employee Settlements
The Ministry of Labour and Employment has announced the resolution of two industrial disputes involving Bihar Gramin Bank's management and employee organisations.
According to a Press Information Bureau (PIB) release dated 27 October 2026, the settlements were reached on 22 and 23 October. The agreements are expected to benefit more than 10,900 employees, with estimated financial benefits totalling approximately ₹77.69 crore.
The conciliation process was facilitated by the Assistant Labour Commissioner (Central), Patna, under the Office of the Chief Labour Commissioner (Central).
First Agreement: Around 8,400 Employees
The first settlement was reached on 22 October between Bihar Gramin Bank Adhikari Sangh, Patna, and the bank's management.
The PIB estimates that this agreement will benefit approximately 8,400 employees, with financial benefits worth ₹67.17 crore.
The issues covered include Performance Linked Incentives, officiating allowances, wage enhancement, travel-allowance increases, promotions and compassionate appointments.
Second Agreement: Around 2,500 Employees
The second settlement was reached on 23 October between Bihar Gramin Bank Workers Organisation and the bank's management.
The ministry estimates that approximately 2,500 employees will benefit from this agreement, with financial benefits worth ₹10.52 crore. This includes recurring annual benefits estimated at ₹9.02 crore.
The issues include implementation of the 12th Bipartite Settlement, House Rent Allowance, transport allowance for employees with disabilities, overtime payments, promotion transparency and the formation of a Negotiating Council.
Understanding the ₹77.69 Crore Figure
The combined estimate of ₹77.69 crore represents the expected financial value of the two settlements. It does not mean that every employee will receive the same amount or that the entire sum was paid immediately when the announcement was issued.
Employees should consult the applicable settlement documents and official bank communications for information about individual entitlements and implementation timelines.
Why Conciliation Matters
Conciliation gives disputing parties a structured opportunity to negotiate with the assistance of an authorised third party.
In this case, the Labour Ministry's conciliation machinery helped bring employee representatives and management together to address their demands.
What It Means for Bihar
The development highlights the importance of employment conditions in rural banking and the role of formal institutions in resolving workplace disputes.
The official announcement does not attribute the settlements to a particular political party.
Conclusion
The two Bihar Gramin Bank settlements represent a significant employment development, with more than 10,900 employees expected to benefit from financial packages estimated at ₹77.69 crore.
